AP source: Hillary Clinton group raises $1 million

BOSTON (AP) ? She's yet to say whether she'll run, but a group working to support Hillary Rodham Clinton's prospective presidential bid raised more than $1 million in June alone.

The Ready for Hillary super PAC has accepted donations exceeding $1.25 million since beginning to raise money in earnest this spring, an official with the group confirmed Tuesday. The figure includes more than $1 million last month as the operation begins to ramp up.

The figures will be in the group's financial report on Wednesday. The official wasn't authorized to discuss by name the contents of the financial report ahead of its release and spoke on the condition of anonymity.

Clinton, who resigned as secretary of state in February, has not announced whether she will seek the presidency in 2016. But the super PAC dedicated to encouraging her to run has attracted several prominent Democratic donors and campaign operatives in recent weeks.

The official says that Ready for Hillary will report roughly $1 million in the bank after expenses, with three-quarters of all expenses focused on digital advertising to help build its email list and social media capacity. The organization has already collected donations from all 50 states, according to the official.

Clinton is not formally connected to the group, which can raise and spend unlimited amounts of money. She has been making public appearances and working on a book since leaving the State Department.

The activity comes more than three years before the next presidential election, although both sides are actively working to influence Clinton's standing in the race.

Earlier in the month, Ready for Hillary announced the hiring of a Democratic firm called 270 Strategies to oversee grassroots organizing, volunteer training and recruitment. The move helped improve the legitimacy of the group among some skeptical donors. The firm, started by top aides in President Barack Obama's last election, is working on a plan to expand the operation across the country.

Republicans, too, are in the early stages of an effort to chip away at Clinton's record.

American Crossroads, the GOP group tied to Republican strategist Karl Rove, released a web video in May that suggested Clinton was less than truthful in the Benghazi case, an episode they noted happened "all under Hillary Clinton's watch." An independent review last year blamed the State Department for inadequate security but largely absolved Clinton of wrongdoing.

Separately, American Rising, a Republican super political action committee led by former Republican presidential candidate Mitt Romney's campaign manager, created the Stop Hillary PAC and has been raising money off a potential Clinton campaign.

One email request from the co-founder of the group warned that "massive forces are aligning to begin a coronation of 'President Hillary.'"

Gunmen kill eight Tunisian troops as political tensions grow

TUNIS (Reuters) - Gunmen killed at least eight Tunisian soldiers on Monday, staging the biggest attack on the security forces in decades as political tensions rose between supporters and opponents of the Islamist-led government.

President Moncef Marzouki called the ambush on Mount Chaambi, near the Algerian border, a "terrorist attack" and announced three days of mourning. Tunisian troops have been trying to track down Islamist militants in the remote region since December.

Tunisians fear they may be sliding into one of the worst crises in their political transition since autocratic leader Zine al-Abidine Ben Ali was forced to flee during a 2011 uprising that set off revolts across the Middle East.

"In all countries of the world, when the state faces a terrorist attack people come together. But I don't see anything like that happening in Tunisia. All we see is divisions and chaos," Marzouki said in a televised address.

"I call on all politicians at this historic moment to stand for the nation and unite."

Residents said that thousands took to the streets in the town of al-Qasreen, near the site of the attack on the army, and many protesters were demanding the government's ouster.

In the capital, Tunis, more than 10,000 took to the streets as well in one of the biggest protests since the opposition began mobilizing against the government.

"Tunisia is free, out with terrorism, out with Ghannouchi," protesters shouted, referring to Rached Ghannouchi, leader of the Ennahda party.

"Since they (Ennahda) came all we've seen is a string of catastrophes," said protester Noura Saleh, who was waving a red Tunisian flag and crying. "Get out, we hate you!"

SOLDIERS MUTILATED

State television cut off normal programming to show pictures of the dead soldiers and wounded comrades, broadcasting Quranic verses and patriotic anthems in the background.

"After the soldiers were ambushed and shot dead, their throats were slit and their clothes were ripped," a military source told Reuters.

"After that, three soldiers pursuing the attackers were wounded when a landmine exploded."

Instability has been rising amid growing political chaos. Last week, Tunis was hit by its first-ever car bomb, though no one was hurt.

The secular Ettakatol party, a junior partner of the moderate Islamist Ennahda, called on the ruling party to step down to stave off more turmoil. It said a new administration representing a wider consensus was necessary.

"If Ennahda rejects this proposal, we will withdraw from the government," Lobni Jribi, a party leader, told Reuters.

Prime Minister Ali Larayedh ignored the calls to create a unity government and said he would carry on leading the country.

Protests aimed at ousting the government intensified last week after the second assassination of a secular opposition politician in six months.

The government blamed hardline Salafist militants for both attacks, but the opposition holds Ennahda responsible. It argues that the leadership has not done enough to investigate and crack down on militant attacks.

Despite previous unrest, Tunisia had been a model for democratic transition among the "Arab Spring" states. But divisions are growing between government backers and the opposition, which has been emboldened by the Egyptian army's ousting of elected President Mohamed Mursi and subsequent crackdown on his supporters.

Ennahda supporters are determined to avoid a similar fate.

The opposition may be able to mobilize Tunisians further against the government after Monday's ambush, which shocked the country and increased anti-government sentiment on social media.

UNIONS MULL STRIKE

Many people joining the growing street protests express anger at Tunisia's instability and economic stagnation. Others are frustrated that the constitution, originally promised within one year after the 2011 uprising, has yet to be completed and are suspicious of the transitional government.

This week the opposition rejected all concessions and efforts at reconciliation by Ennahda and said it was planning to create its own rival "salvation government."

Tunisia's powerful General Union of Tunisian Workers was in talks with the opposition on Monday. It said it was considering a strike, a move that would paralyze much of the country.

Larayedh struck a note of defiance in a speech on Monday, calling the opposition protesters "coupists." He also challenged his critics to act constructively.

"We are open to all kinds of dialogue with all sides," he said. "Any specific proposals to increase the effectiveness of the government, bring them forward."

A Constituent Assembly is only weeks away from completing a long-delayed draft constitution to be put to a referendum.

The secular opposition has called for the 217-member Assembly to be dissolved. In the last few days, more than 70 lawmakers have left the body and set up a sit-in protest outside its headquarters.

Fla. apartment gunman described as lonely, angry

HIALEAH, Fla. (AP) ? The gunman who went on a shooting rampage at his South Florida apartment building, killing six people, was a lonely man who spoke about having pent up anger.

That's the description neighbors and others who knew 42-year-old Pedro Vargas are providing a day after he was shot and killed by police at the end of a violent eight-hour standoff.

Jorge Bagos told The Associated Press Sunday he frequently saw Vargas at the local gym where both exercised. He said Vargas spoke about releasing anger through his workouts.

Bagos said the gunman expressed frustration over bad experiences with women and losing all his hair from using steroids.

Report: Texas Rangers could consider trading Joe Nathan

CLEVELAND ? As the Rangers try to get creative to find a bat and upgrade the team, they?ve had some internal brainstorming sessions that include trading the most efficient closer in MLB history: Joe Nathan.

According to a report from FOX Sports? Ken Rosenthal, the Rangers have discussed the idea as a way to leverage other contending teams for offensive help.

The idea would be that if a contending team was desperate enough for late-inning help, it might be willing to surrender offensive depth that would help the Rangers. The Rangers, who could have pitchers Colby Lewis, Matt Harrison and Neftali Feliz, coming back from the DL in the next month could have a surplus of relief pitching. Harrison or Lewis could push Alexi Ogando back to the bullpen and Feliz will return as a reliever.

According to the report, teams including the Los Angeles Dodgers, Detroit Tigers and Boston Red Sox would all be among those interested in late-inning relief. It is unlikely, however, the Rangers would consider moving Nathan to a fellow AL contender. The Dodgers, with five outfielders, could be a potential match if they were willing to give up somebody like Andre Ethier.

Bail for Hernandez associate set at $500,000 cash

ATTLEBORO, Mass. (AP) ? Bail was set Friday at $500,000 cash for a so-called right-hand man of Aaron Hernandez who prosecutors say was with the former New England Patriots star on the night his friend was shot to death.

Ernest Wallace appeared in Attleboro District Court on a charge of being an accessory after the fact to murder in Odin Lloyd's killing. Defense attorney David Meier had sought bail of $10,000, arguing Wallace wasn't a flight risk and wanted to return to his family in Florida.

But Assistant District Attorney William McCauley asked for $1 million bail, saying Wallace was at risk of fleeing. He said Wallace had a long criminal history that included drug convictions and that he had used aliases and impersonated others.

Meier wouldn't comment after court, including about whether his client expected to make bail. Wallace, who had previously pleaded not guilty, was taken back into custody following the hearing. Wallace, 41, did not speak during the proceeding, but mouthed "I love you" and "I miss you" to a woman watching in the courtroom.

Prosecutors were pleased with the bail, said Gregg Miliote, a spokesman for Bristol County District Attorney Samuel Sutter.

Hernandez, 23, has pleaded not guilty to murder in the death of Lloyd, a 27-year-old Boston semi-professional football player whose body was found June 17 in an industrial park about a mile from Hernandez's home. The two men were friends and Lloyd was dating the sister of Hernandez's girlfriend.

Prosecutors say Hernandez orchestrated Lloyd's killing because he was upset at him for talking to people Hernandez had problems with at a nightclub days earlier. They say Hernandez, Wallace and a third man, Carlos Ortiz, drove with Lloyd to the industrial park. Authorities have not said who fired the shots, but according to documents filed in Florida, Ortiz told police that Wallace said it was Hernandez.

In court Friday, McCauley painted Wallace as having no fixed address and no job and said Hernandez appeared to be his "sole support." He said Wallace has been described as Hernandez's right-hand man, and that he had been spending more time at Hernandez's house in the months before the killing, using a car Hernandez rented for him.

McCauley also said Hernandez's aunt provided financial assistance to Wallace after Lloyd's death as he made his way south to Miramar, Fla., where his parents live. Wallace later turned himself in to police in Miramar.

Friday's hearing followed the release of court documents a day earlier that included photos of Hernandez in his home, holding what authorities have said was a gun, both before and minutes after Lloyd's homicide. The photos came from Hernandez's home video surveillance system and are among evidence authorities have obtained with search warrants.

Authorities believe Lloyd was killed with a .45-caliber Glock, which they have said hasn't been recovered. Prosecutors have said that a gun Hernandez is seen holding in the home surveillance appears to be a Glock.

Authorities recovered an ammunition clip for .45-caliber bullets in Hernandez's Hummer as well as ammunition of the same caliber inside a condo he rented in Franklin, Mass.

Prosecutors this week won a delay, to Aug. 22, for a probable cause hearing for Hernandez, saying they needed more time to present evidence to a grand jury. Hernandez will continue to be held without bail.

In the course of investigating Lloyd's death, authorities found a vehicle at the home of Hernandez's uncle in Bristol, Conn., Hernandez's hometown, that was wanted in a 2012 double killing in Boston, according to the Florida records. It had been rented in Hernandez's name.

Clean energy clash: Solar advocates and conservationists butt heads

A good spot for solar? Depends on who you ask.

It?s out with the old and in with the photovoltaic ? or the CSP.

The Obama administration is pushing forward with plans for renewable energy projects on public land. Last week, it banned new mining claims on more than 300,000 acres in the West to make sure the areas are available for solar power installations.

But as more government land is earmarked for solar, wind, and geothermal projects, some conservationists are not happy. The Center for Public Integrity reports:

The administration generally wins plaudits from environmentalists for its effort to expand energy that doesn?t belch smoke, cancer-causing chemicals or heat-trapping carbon dioxide. But there is growing concern among a number of environmentalists, particularly in the West, about the impact on fragile ecosystems, plants and animals. Some have filed lawsuits that could slow the effort to devote more public land to renewable energy. ?

Among the biggest flash points have been three projects located close to national park land in the California desert. ?

First Solar?s Desert Sunlight near Joshua Tree National Park, now under construction, was scaled back to one-fifth of its originally proposed size, and special lighting technology is being implemented to preserve night sky views. The developer was required to retain BLM-approved biologists to monitor bird activity, including bird deaths from collisions with solar panels, according to the project?s environmental impact statement.

But in recent weeks, an unanticipated environmental problem has surfaced at Desert Sunlight. More than a dozen migratory birds have been found dead, including water fowl that somehow landed at the desert construction site: an eared grebe, three brown pelicans and an endangered Yuma clapper rail. ?

It?s thought that the reflective panels could look like fresh water to the migrating waterfowl, [said Jane Hendron, a spokeswoman for the U.S. Fish and Wildlife Service], but little hard science on the phenomenon exists.

Developers and the Bureau of Land Management say they?re doing a lot to mitigate projects? environmental impacts, but it?s not enough to mollify critics. David Lamfrom of the National Parks Conservation Association worries that big solar projects could mar views from the Mojave National Preserve and Joshua Tree and Death Valley national parks. Janine Blaeloch of the Western Lands Project, which has sued the Interior Department over its solar development plans, says fragile desert lands shouldn?t be sacrificed for energy development.

And other environmental advocates are trying to find middle ground:

Julie Falkner, a senior policy analyst for renewable energy at Defenders of Wildlife, is measured in her assessment of the Obama [renewables] program ?

?There?s an incredible value to having renewable energy go forward,? she said. ?At the same time, it shouldn?t be done in a way that sacrifices the wildlife habitat that we?ve sought to protect over the last century.?

5 Reasons Good Energy Projects Don't Get Financed

Energy Projects

Most energy projects never get beyond the development process. There are many reasons for this, but failure to obtain financing has derailed an increasing number of projects over the past few years. The most common reason is the fundamental economics of the project do not provide confidence in an adequate return being paid to investors. There is effectively no hope for obtaining financing for any energy project if the project developer cannot demonstrate sound economic fundamentals to a potential investor.

Here is an earlier piece I wrote that walks through the building blocks for financing an energy project, which covers the broad principles cover the key aspects of the basic economic story for an energy project.

More challenging to understand than failed economic fundamentals is why some projects do not get funded even where a developer can demonstrate solid financial fundamentals and the potential for returns that appear to reflect the investment risk. Over the past three years there has been consistent talk of how much ?money is sitting on the sidelines? looking for good energy projects. Energy investors are commonly heard to say ?if the project is really that good, it will get financed,? yet some projects that appear to be good, or even to be very good, don?t ever find financing.

The basic economic equation of whether a project gets funded turns on the level of certainty that an investor will get paid back its investment plus a return for the use of its money. How investors measure risk, formally and unconsciously, varies and many of the explanations for why projects fail to get funded grow out of unrealized risk intolerance. There are obvious risks, like technology or an electricity buyer?s credit worthiness. And there are risks that manifest in less obvious ways.

Here are five recurring reasons why apparently economically viable projects fail to get financing.

1) Wrong Team

Presenting the right team is vital to attracting investors. The person making, or facilitating, the investment in a project has to believe in the people that make up the team (though established brands with solid track records can sometimes substitute). In a conversation last week with a successful energy investor, he told me ?it could be the best project I?ve ever seen, but if it?s the wrong people I would never invest.?

How the wrong team manifests itself can take a number of different forms. It could be that a key piece is missing ? for example, the lack of natural gas trading experience for a team trying to build a series of congregation plants where the projects will carry gas price risk. It could be that a team seems too willing to take on excess risk ? that eagerness raises immediate red flags, especially in the conservative investment attitude prevalent following the financial collapse of 2008 and subsequent financial failures in Europe. It could be the other side of risk ? that a team appears too conservative ? while not as frightening as rapid and catastrophic loss of invested capital by excessive risk, the likelihood of slow steady losses without progress simply won?t draw investments either.

It could be something much more fundamental (and more difficult to manage) ? the investor does not like one or more members of the team. Some people just don?t like each other, and in the end, regardless of how analytical anyone tries to be, investment decisions are decisions made by people. Personal dislike can be overcome, but it is worth taking a hard look at the potential for developing an actual connection with an investor. Getting a funding commitment without a personal connection (or worse, a bad connection) will be far more difficult than where a good relationship exists. Smart people with good ideas get passed over every day for the simple reason that an investor does not like them.

2) Projected Economics are Discounted as Overly-Optimistic

Project developers are optimists, so it is not uncommon for an investor to look on the financial assumptions of a project as unduly optimistic. Some investors test project economics by looking at every input assumption in the financial model that is not contractually fixed and then increasing the cost inputs or reducing the revenue expectations. From another recent investor conversation: ??the assumptions are speculative, someone pitching me believes in their story, and so necessarily will make optimistic assumptions, and I correct for those.? It is important to carefully stress-test pro forma inputs and illustrate that the assumptions are reasonable and well defined, and that project economics work against less optimistic scenarios.

This potential adjustment should not be viewed as a reason to make input assumptions more optimistic in order to build a negotiating position on the economics of a project, because unrealistic assumptions lead directly to reason #5 below for the project not getting funded.

3) Market or Policy Uncertainties

Much of the market uncertainties in a typical energy project can be partially managed by a long-term fixed price off-take contract (such as a power purchase agreement), which shields an investor from most price volatility risk. For example, a solar developer can assume payment, at a known price, for electricity it generates if that electricity is sold under a solid long-term power purchase agreement. The project will receive the expected revenue regardless of the price movement of electricity, which allows for revenue certainty and protection for the project in the event prices drop below levels used to calculate project returns. Where a long-term contract is not available, an alternative strategy is to add a hedge (which is an instrument that acts as an offset or guarantee against the price going up or down).?However, hedging is generally difficult to do beyond a few years, and since project performance is often measured over 10 to 20 years it often only manages price risk during the early operation of a project.

When building a typical energy project, at least in the current market, a long-term contract for electricity is assumed. Without that long-term contract, securing financing for a power project would be virtually impossible. Long-term contracts for natural gas, crude derivatives, and biomass feedstock are generally not available. Projects subject to markets for these commodities, therefore generally have to have higher margins to provide comfort to investors.

Policy uncertainty can prove even more challenging than market uncertainty. Policy uncertainty occurs in various ways, from the potential for a new regulation increasing emission controls on a coal-fired power plant to the potential expiration of a tax credit for wind power. Hedge mechanisms (and certainly long-term contracts) don?t really exist for policy uncertainty. Additionally, the outcome of policy uncertainty is typically binary, so it represents an all or nothing risk with respect to particular pieces of project economics. While there may be rare instances where a development team could demonstrate an ability to affect the policy making process, as a general matter this is the kind of risk that is outside of a developer?s control.

4) The Project Doesn?t Match an Investor?s Areas of Interest or Mandate

The development team needs to know its audience and needs to know where to focus time and energy. Seeking project funding from a venture capital firm for a biomass gasification unit, even one using new technology, likely is not the best use of time. Similarly, it will likely be challenging to get a regional bank in Florida to provide financing for a Pennsylvania shale development. Not that it can?t happen that an investor will look outside of an area of focus or comfort, and sometimes diversification is exactly what an investor seeks, but matching the ask to an investor?s interest is vital if there is a real hope of getting funding. While a few investors will look at any good deal, the investor?s experience, interest, portfolio fit, stated goals or strategy, and liquid investment capacity will drive most investor or investment facilitator decisions.

5) Lack of Development Track Record or Belief the Team is Otherwise Not Ready

While this reason could fit under wrong team it is really a different challenge. This factor is really about an investor?s view of the potential for execution and operational risk associated with the development team?s ability to manage the ?unknown unknowns? specific to the project. This can manifest itself in obvious ways, such as a new development team without project development or management experience.

Where this challenge seems to routinely surprise development teams is with a novel technology, or an application of an existing technology in a new geography or jurisdiction. Countless developers have asked (in one form or another) ?how can lack of experience be counted against us, no one has ever done this?? The problem, from the investor?s perspective, is not that the team isn?t the best team to execute and run a project, but that without a record of success with the specific project, there is an unquantifiable risk that something will go wrong and prevent the investor from realizing its return. Sometimes this perception can be overcome by layering related experiences and demonstrating that the team is well-integrated and is aware that there are obstacles yet to emerge in the development, construction, and operation of the new project.

Conclusion

These challenges occur across every technology. While the sophistication associated with larger projects lessens the likelihood of one of these challenges emerging, I have seen these complications ruin very well-conceived multi-billion dollar projects, as completely as small projects seeking ?merely? hundreds of thousands of dollars.

This list is, of course, not exhaustive (and please share experiences from either side of the development investment process). These are not hard and fast rules, exceptions do occur. Even with carefully planned energy projects, development teams need to find ways to not only define good project economics, but also to engage and manage the expectations of investors in order to find the necessary funding.

Google's 7-inch tablet's 1,920x1,200 display is not unlike what is expected to appear on the iPad Mini Retina, Richard Shim, an analyst at NPD DisplaySearch told CNET.

In short, the Nexus 7 boasts a pixel density of 323 pixels per inch -- one the highest yet for a tablet. That's almost exactly the same density of the 2,048x1,536 display expected to appear on the iPad Mini Retina.

And Shim says the second-generation Nexus 7 uses Japan Display Inc.'s low-temperature polysilicon (LTPS) displays, a technology that Apple is said to be considering for the iPad Mini Retina.

"This is the first case of LTPS on a tablet," Shim said about the new Nexus 7. LTPS has been limited to smartphone displays -- like the one on Apple's iPhone 5 -- to date because it has not been easy to scale the technology to larger displays.

But that may be changing. Apple has been looking at LTPS displays made by Japan Display Inc as well as IGZO displays, made by Sharp, for the 7.9-inch iPad Mini Retina, according to Shim.

It's not yet clear which technology will prevail for the iPad Mini Retina, Shim added.

The iPad Mini Retina still appears to be coming later rather than sooner, according to Shim. Possibly as late as early next year.

William, Kate, show off newborn royal baby boy

LONDON (AP) ? A beaming Prince William and his wife, Kate, emerged from a London hospital on Tuesday with their newborn baby boy, presenting the world with a first glimpse of the prince who is third in line to the British throne.

The royal couple, both 31, looked happy and relaxed as they waved at the crowds of journalists and onlookers gathered outside London's St. Mary's Hospital, posing for photographs and joking with reporters.

Kate, wearing a baby blue polka dot Jenny Packham dress, smiled and waved as she stepped out from the hospital doors with the future monarch in her arms.

"It's very emotional. It's such a special time. I think any parent will know what this feeling feels like," she told journalists.

Kate then gave the baby to her husband, who, cradling their child, said: "He's got her looks, thankfully. He's got a good pair of lungs on him, that's for sure."

William added: "He's a big boy. He's quite heavy," and laughed when a reporter asked him about the baby's hair.

"He's got way more than me, thank God," he said.

The couple also revealed that William has had a go at changing the infant's first diaper. "He's very good at it," Kate said.

The new parents drew whoops and excited applause from well-wishers as they revealed the newest member of Britain's royal family. William said they're still trying to decide what to name the little prince.

The couple re-entered the hospital to place the child in a car seat before re-emerging to get into an SUV. William drove them away ? palace officials said they will head to an apartment in Kensington Palace and spend the night there.

The young family's first public appearance together has been the moment that the world's media and crowds of onlookers camped outside the hospital had long been waiting for, and the photographs snapped Tuesday are likely to be reprinted for decades as the baby grows into adulthood and his role as a future king.

The appearance recalls a similar one three decades ago, when Princess Diana and Prince Charles carried a newborn William out to pose for photographs on the same steps in 1982.

Katie Allan, 26, was elated to witness the 2013 edition. "William gave us a wave as they drove away so it was perfect. Days like this really bring the country together," she said.

Earlier, William's father, Charles, and his wife, Camilla, as well as Michael and Carole Middleton ? Kate's parents ? visited the young family at the hospital.

Charles called the baby "marvelous," while a beaming Carole Middleton described the infant as "absolutely beautiful."

It was not immediately clear when Queen Elizabeth II would meet the newborn heir.

The couple's Kensington Palace office said Kate, the Duchess of Cambridge, gave birth to the 8 pound, 6 ounce (3.8 kilogram) baby boy at 4:24 p.m. Monday.

The news was greeted with shrieks of joy and applause by hundreds of Britons and tourists gathered outside the hospital's private Lindo Wing and Buckingham Palace.

Revelers staged impromptu parties at both locations, and large crowds crushed against the palace gates to try to catch a glimpse ? and a photograph ? of the golden easel placed there to formally announce the birth.

Hundreds were still lining up outside the palace gates Tuesday to get near the ornate easel.

In London, gun salutes were fired, celebratory lights came on, and bells chimed at Westminster Abbey, where William and Kate wed in a lavish ceremony that drew millions of television viewers worldwide.

Halfway around the world, royalist group Monarchy New Zealand said it had organized a national light show, with 40 buildings across the islands lit up in blue to commemorate the royal birth, including Sky Tower in Auckland, the airport in Christchurch, and Larnach Castle in the South Island city of Dunedin.

A similar lighting ceremony took place in Canada; Peace Tower and Parliament buildings in the capital, Ottawa, were bathed in blue light, as was CN Tower in Toronto.

The baby is just a day old ? and may not be named for days or even weeks ? but he already has a building dedicated to him.

Australian Prime Minister Kevin Rudd said an enclosure at Sydney's Taronga Park Zoo would be named after the prince as part of a gift from Australia. The government would donate 10,000 Australian dollars ($9,300) on the young prince's behalf toward a research project at the zoo to save the endangered bilby, a rabbit-like marsupial whose numbers are dwindling in the wild.

British media joined in the celebration, with many newspapers printing souvenir editions.

"It's a Boy!" was splashed across many front pages, while Britain's top-selling The Sun newspaper temporarily changed its name to "The Son" in honor of the tiny monarch-in-waiting.

The birth is the latest driver of a surge in popularity for Britain's monarchy, whose members have evolved, over several decades of social and technological change, from distant figures to characters in a well-loved national soap opera.

"I think this baby is hugely significant for the future of the monarchy," said Kate's biographer, Claudia Joseph.

For some, though, it was all a bit much.

"It's a baby, nothing else," said Tom Ashton, a 42-year-old exterminator on his way to work. "It's not going to mean anything to my life."

Keith Ellison stands out on Capitol Hill.

The Minnesota Democrat is the first Muslim elected to Congress, and now is only one of two. He leads a progressive caucus in a Republican-controlled House of Representatives. And he?s not afraid to break out the guitar that he keeps in his office, even playing a few chords of a song for his interview with ?The Fine Print.?

When it comes to his religion, Ellison says his fellow members of Congress have generally been respectful but that there have been ?a few crazy incidents.?

?Recently, you know, a member said Muslim Americans are not condemning terrorism enough,? Ellison says, referring to a comment made by Rep. Mike Pompeo, R?Kan., that implied that Muslims were being ?potentially complicit? in acts of terror if they did not speak out against them.

?And I said, 'well, let me guarantee you, Muslims are condemning terrorism every day all the time ...' and I gave him a whole list, and he said, 'Thanks for telling me, I didn't know, I won't be saying that again,'? Ellison says.

As Muslims across the world celebrate the month of Ramadan, Ellison says he doesn?t ?agonize? over fasting from sunrise to sunset in observance of the month considered holy in Islam.

?Ramadan is a wonderful time of year for me,? Ellison says.? ?It?s the time to reflect. ... Your hunger is supposed to remind you that there are people who are fasting involuntarily all over this world.?

But in order to keep up with his busy Congressional schedule, Ellison says he does try to limit his physical activity.

?I think what you do is you dial your energy level back just a tad,? he said. ?Instead of running, you walk -- you know, stuff like that.?

Ellison, who was elected in 2006, is among the most progressive members of Congress and serves as co-chairman of the Congressional Progressive Caucus.? He says he?s proud of the progressive issues that President Obama has been able to accomplish during a time of deep divisions on Capitol Hill.

?People wanted to do comprehensive health care and this president got it done,? Ellison says. ?This president speaks up for a increase in the minimum wage, and is a real champion of immigration reform.?

Asked if Obama has been enough of liberal, Ellison replies that he instead views him as a centrist.

?You look at poll data and things that are considered liberal that Americans want by large margins: background checks on gun purchases ... raise the minimum wage,? Ellison says. ?All types of things that the American people are very strongly in favor of in large numbers, uh and ... for him to say he wants those things is a centrist position.?

Attention shifts to alternate site for NFL stadium

Attention is shifting to a second site for a stadium that would be the new home for the Atlanta Falcons.

A deadline to buy two churches on the stadium's preferred site is just over a week away, and no deal with the congregations has been reached.

The Atlanta Journal-Constitution reports (http://bit.ly/1dUt8wT) that a Georgia World Congress Center Authority committee will vote Wednesday on a measure involving the second site.

The committee plans to decide whether to ask the state to give the Falcons permission to begin "due diligence work" on the alternative site to determine whether it's suitable to build the $1 billion stadium. That site is a half-mile north of the Georgia Dome.

Officials continue to negotiate with the churches near the preferred site, south of the Georgia Dome.

Animal Advocates Urge John Key to Hop To It and Ban Animal Testing For Cosmetics

Tomorrow, animal advocacy organisations SAFE and Humane Society International representatives will present a 15,500 strong petition to Parliament, calling for Prime Minister John Key to ?hop to it? and ban animal testing for cosmetics in New Zealand.

Accompanied by actor Michelle Langstone from The Almighty Johnsons and campaigners dressed as bunnies, they will hand over the Be Cruelty-Free petition to Green Party MP Mojo Mathers. (Key was invited to accept the petition but declined.) Activists will be holding satirical placards showing Key as a bunny urging him to ?Hop to? a ban on cosmetics animals testing.

SAFE and HSI work in partnership as the New Zealand arm of the global Be Cruelty-Free campaign, the largest campaign in the world to end cosmetics cruelty. The Be Cruelty-Free petition asks the government to ban animal testing for cosmetics as part of the current review of New Zealand?s Animal Welfare Act. SAFE and HSI believe that subjecting rabbits, mice and other animals to tests that involve cosmetic chemicals being dripped into their eyes or fed to them in high doses is both unethical and scientifically unreliable.

SAFE campaign manager Mandy Carter says New Zealand must urgently re-evaluate its position on cosmetics animal testing. With bans on this practice in place in Europe, Israel and most recently, India, she believes we are lagging behind the times on this issue.

?Are we less ethical than other parts of the world? It is absolutely clear that people do not want to see animals subjected to cruel and unnecessary tests for the sake of trivial and frivolous means and that this must be enshrined in law.?

There is no legal ban in New Zealand preventing cosmetic companies from testing their cosmetic products or ingredients on animals. As companies are not required to submit information on what tests they conduct, the extent of such testing is hidden from public view. Recently a new ?anti-wrinkle? cream that had been developed and tested in New Zealand, including tests on mice and rats, went on the national market.

Across the globe, hundreds of cosmetic companies produce safe, innovative beauty products without animal testing. Instead they demonstrate product safety by combining cutting-edge non-animal testing methods with the use of existing ingredients with long histories of use in cosmetics.

Humane Society International?s Be Cruelty-Free campaign director, Troy Seidle, says: ?Our Be Cruelty-Free campaign was instrumental in achieving the world?s largest cruelty-free cosmetics zone in Europe, as well as the recent cosmetics animal testing ban in India. New Zealand can be the next country to ?be cruelty-free? by closing its borders to animal-tested cosmetics and banning such testing domestically.?

SAFE and HSI are calling for New Zealand to join the EU and Israel in introducing a dual ban ending both cosmetics animal testing and the sale of products newly animal-tested overseas.

Soccer-Hiddink resigns as Anzhi manager, linked with Barcelona

MOSCOW, July 22 (Reuters) - Guus Hiddink has resigned as manager of Anzhi Makhachkala, the wealthy Russian club said in a statement on their website (www.fc-anji.ru) on Monday amid reports he was favourite to take over at Barcelona.

Hiddink, former Dutch national team coach, joined Anzhi in 2012 and resigned after only two games of the current season following a defeat against Dynamo Moscow.

I was looking for a little lighter fare to close out a Sunday night, and this was one was sitting unread in my newsfeeds.? It made me smile.? I hope more like this 19 year old have as much passion as they try to navigate the difficult unemployment situation out there.

Alexander J. Velicky is part of the current generation of millennials trying desperately to find a job in the current economic climate. He?s 19, and could be part of the legions sending out resumes, CVs and cover letters to every company under the sun.

He decided to do things a bit differently.

Velicky spent 2,000 hours crafting something that?s part resume, part love letter to the company he wants to work for more than any other, Bethesda. He created a mod called ?Falskaar? that adds 25 hours of gameplay to their hit title Skyrim, and created a land mass a third as big as the original massive map. He employed 29 voice actors to record new dialog for his NPCs, and recruited over a 100 total people to help him with Falskaar. Now, he waits.

?The best way to show Bethesda Game Studios that I want a job there and should be hired is to create content that meets the standards of their incredible development team,? he says, very clear about his intentions.

Israelis, Palestinians skeptical about peace talks

(AP) ? Israeli and Palestinian officials voiced skepticism Sunday that they can move toward a peace deal, as the sides inched toward what may be the first round of significant negotiations in five years.

U.S. Secretary of State John Kerry announced late last week that an agreement has been reached that establishes the basis for resuming peace talks. He cautioned that such an agreement still needs to be formalized, suggesting that gaps remain.

In his first on-camera comment Sunday, Israeli Prime Minister Benjamin Netanyahu appeared to lower expectations by saying the talks will be tough and any agreement would have to be ratified by Israelis in a national referendum.

Netanyahu pledged to insist on Israel's security needs above all ? saying his main guiding principles will be to maintain a Jewish majority in Israel and avoid a future Palestinian state in the West Bank becoming an Iranian-backed "terror state."

A lifelong hawk, Netanyahu has been a reluctant latecomer to the idea of Palestinian statehood, and his critics say he uses the pretext of security to avoid engaging in good-faith negotiations.

"I am committed to two objectives that must guide the result ? if there will be a result. And if there will be a result, it will be put to a national referendum," he said at the start of his weekly Cabinet meeting. "It won't be easy. But we are entering the talks with integrity, honesty, and hope that this process is handled responsibly, seriously and to the point."

Hardliners have floated referendum proposals before, usually as an attempt to add an additional obstacle to any efforts to cede war-won territories as part of a future peace agreement.

Palestinian officials were silent Sunday.

Palestinian President Mahmoud Abbas has not spoken about the possible resumption of negotiations since Kerry's announcement Friday. In an attempt to restrict official Palestinian comment, Abbas' office said only two top aides, Nabil Abu Rdeneh and Yasser Abed Rabbo would be allowed to speak to reporters. Neither was available Sunday.

Abbas had previously refused to negotiate with Israel so long as settlement construction continued in part of his hoped-for state. Netanyahu countered by saying he would only enter talks without preconditions.

The two sides are now set to hold more talks in Washington in coming days or weeks on the framework of negotiations, meaning a resumption of talks is not yet assured.

Gaps remain on three issues Palestinians say need to be settled before talks can begin ? the baseline for border talks, the extent of a possible Israeli settlement slowdown and a timetable for releasing veteran Palestinian prisoners.

The Palestinians want to establish a state in the West Bank, Gaza Strip and east Jerusalem, territories Israel captured in the 1967 Mideast War. Abbas seeks a commitment from Netanyahu that Israel's pre-1967 border will serve as a baseline for negotiations, but the Israeli leader has refused to do so. Previous rounds of negotiations were conducted on those lines.

Two Palestinian officials said Saturday that Abbas agreed to resume talks only after Kerry gave him a letter guaranteeing that the pre-1967 borders would serve as a baseline. The officials, privy to internal discussions, spoke on condition of anonymity because they were not authorized to brief the media.

A Western official denied the 1967 borders would be the starting point for negotiators.

Israel has said it will release some Palestinian prisoners as a good will gesture, but there are few other official details to emerge about the framework of the talks.

The actual talks are to produce a deal on the borders between Israel and a future Palestine, a partition of Jerusalem, the fate of refugees and security arrangements.

While a majority of Israelis support a two-state solution with the Palestinians, polls suggest there is less support for a partition of Jerusalem.

The Palestinians want east Jerusalem as their future capital. Israel withdrew from Gaza in 2005, and the territory has since been taken over by the Islamic militant Hamas group that does not accept Abbas' authority.

Israel and the Palestinians have engaged in several rounds of negotiations since Israel and the Palestine Liberation Organization recognized each other in 1993.

At least twice, in 2001 and in 2008, the two sides reportedly made significant progress. Since then, many on both sides have become skeptical about a possible deal.

Palestinians suspect Netanyahu is interested in the process of negotiations, as a diplomatic cover, but not in an actual deal. Israelis fear territory they hand over to a weak Abbas could quickly turn into a staging ground for attacks on them by Palestinian militants, as happened in Gaza.

"The chances for a permanent solution are not high," Interior Minister Gideon Saar told Israel Radio. "The Palestinians are not ready to make the historic decision to end the conflict between them and us."

The Palestinians, too, were hardly optimistic.

"We are skeptical about these talks because the Israelis are not going to stop building in the settlements and because they didn't accept the '67 borders," said Tawfiq Tirawi, a member of Abbas' Fatah Party. "What we got in return for going back to negotiations is an American pledge that the talks will be on the '67 borders, and historically the Americans always gave us such pledges but they never abided by these pledges."

ATLANTA (AP) ? One week after a jury found George Zimmerman not guilty in the death of unarmed teen Trayvon Martin, people began to gather for nationwide rallies to press for federal civil rights charges against the former neighborhood watch leader.

Rallies are scheduled for noon local times. On Saturday morning on a plaza in downtown Manhattan, Sharpton spoke to supporters, telling them he said he wants a rollback of stand-your-ground self-defense laws.

"We are trying to change laws so that this never, ever happens again," Sharpton said.

Martin's mother, Sybrina Fulton, also spoke to the New York crowd. "Today it was my son. Tomorrow it might be yours," she said.

Martin's brother, Jahvaris Fulton, also was to attend the New York event. Martin's father was scheduled to participate in a rally in Miami, where a crowd also gathered Saturday morning.

Sharpton and other supporters want the Justice Department to pursue federal civil rights charges against Zimmerman.

This week, Attorney General Eric Holder announced that the department would investigate whether Zimmerman could be charged under those federal civil rights laws, which would require evidence that he harbored racial animosity against Martin. Most legal experts say that would be a difficult charge to bring.

Holder also said the shooting demonstrates the need to re-examine stand-your-ground laws nationwide.

Why Instagram Is Key to Facebook's Strategy

It was just last April when Facebook acquired photo-sharing app Instagram for about $1 billion. Back then, Instagram had about 22 million people actively using the app every month. Now, the service boasts 130 million monthly active users. As the service grows, it's important to assess the apps potential and its importance to Facebook.

Protecting its lead in photos
Facebook has always felt that photos were important to the company's strategy. When Facebook acquired instagram, CEO Mark Zuckerberg posted on his timeline that "providing the best photo sharing experience is one reason why so many people love Facebook and we knew it would be worth bringing these two companies together."

Though Zuckerberg clearly assured Instagram fans the service would remain a separate brand from Facebook, he also said Facebook planned to learn from the photo-sharing app. A look at the changes to Facebook's newsfeed and its timeline over the past year clearly show that Facebook did in fact focus on bringing photos front and center. In addition to making more room for photos to fill the display on both desktop and mobile versions of Facebook, the company introduced a Photos feed that highlights nothing but photos from your friends and the pages you like.

Though Facebook has certainly learned from Instagram when it comes to photo sharing, the move was probably mostly defensive. After watching Instagram more than quadruple its monthly active users since Facebook acquired the company, imagine what things would look like if Google or Twitter had acquired Instagram; the photo-sharing app would be one of Facebook's fiercest competitors.

Standing up to Twitter
Facebook, Instagram, and Twitter are all increasingly taking on similar characteristics. Just recently, Facebook introduced hashtags on Facebook. In June, Instagram launched video capabilities on Instagram allowing users to capture up to 15 seconds of video.That announcment followed Twitter's launch of video-sharing app Vine in January.

With so much overlap among the three, Facebook's ownership of Instagram helps the company fend off challenges that could arise from Twitter, which in December announced that it had surpassed 200 million monthly active users.

A solid ROI
Finally, Instagram may prove to provide a solid ROI for Facebook over the long haul. As Zuckerberg noted in the first-quarter earnings call, Instagram is growing faster than Facebook did when it was Instagram's size. And Instagram appears to be showing some success with advertisers as well. "I am really optimistic about the business opportunity there, too," Zuckerberg said in the Q1 earnings call. "You already have a lot of brand from folks who advertise with Facebook putting content into Instagram, getting huge engagement rates.?

Don't underestimate Instagram
Instagram is a growing part of Facebook's business. So in addition to several other metricsto focus on when the company reports earnings on Wednesday, don't forget to look out for a business update on Instagram.

Beacon focus of Boeing fire probe; investors remain on edge

LONDON/SEATTLE (Reuters) - British aviation investigators identified an emergency beacon made by Honeywell International Inc as a likely source of last week's blaze on a Boeing Co 787 Dreamliner and called for it to be turned off, spurring a rally in Boeing shares by relieved investors.

Concerns about the carbon composite jet soon resurfaced, however, after a Japan Airlines 787 returned to Boston's Logan airport a with a possible faulty fuel pump.

A spokesman for the U.S. Federal Aviation Administration said that incident was not an emergency, but nervous investors sent Boeing shares down 1.5 percent in afterhours trade. Japan Airlines spokesman Hisanori Iizuka said the pilot decided to turn back "as a precaution."

The 787 program has been plagued by problems since January, with aircraft grounded after the overheating of lithium-ion back-up batteries.

UK officials said the fire at the parked Ethiopian Airlines at Heathrow was not related to the January incidents. The Air Accidents Investigation Branch (AAIB) said a locator beacon and its lithium-based battery was the only equipment on the plane that was near the fire and had the power to start it, and called regulators to review the use of these beacons.

Boeing said the locator beacon is not required by U.S. Federal Aviation Administration regulations, although some other nations do mandate their use. The plane maker said it would be removed from its newest model plane.

"ELTs are not required as part of the airplane design. There was no requirement to operate the ELTs during 787 flight test," said Boeing spokesman Marc Birtel.

The beacons, also called emergency locator transmitters (ELTs) are powered by non-rechargeable, lithium-manganese batteries used for decades in products like digital cameras, walkie-talkies and pacemakers.

NO QUICK REMOVAL

For now, airlines will keep flying with their emergency beacons in place until the FAA instructs them to do otherwise. With most big jets closely monitored on radar and with other means for rescuers to locate downed jets, the beacons, required in most parts of the world, are not critical for safe flight.

The AAIB has left it up to the FAA to decide on removing the beacons, said a Japan's Civil Aviation Bureau (JCAB) official.

"Things won't moved forward until the FAA makes a decision," he said, declining to be identified as he is not authorised to talk to the media.

Japanese airline ANA, which owns 20 of the 68 Dreamliners currently operating, said it would await instructions from the JCAB.

In Washington, the FAA said it was reviewing the report, which pointing to a lack of fire detection or suppression in the space above the cabin said, "had this event occurred in flight it could pose a significant safety concern."

RAIN IN THE PLANE

The AAIB said it is still unclear whether the fire onboard the Ethiopian jet was triggered by a malfunction in the beacon's battery or some external force - such as an electrical short circuit - and said the probe would continue.

While the UK report focused on the beacon made by U.S. conglomerate Honeywell, aviation experts said 787's higher humidity, which helps keeps passengers more comfortable, may have been an issue. Water can conduct electricity, so high moisture levels could increase the likelihood of short circuits.

"The investigators are looking at everything, humidity, condensation and ... how things are installed," said one industry source.

They are checking if there was enough insulation to prevent moisture from condensing and short circuiting systems such as the beacon, said the source, who was not authorized to speak publicly.

A source close to Boeing, speaking on condition that he not be named, said the 787 may need better isolation of electrical components from the plane's high humidity, something industry people refer to as "rain in the plane".

"There's nothing about this finding that indicates a lack of safety with the plane, but on the other hand there's no conclusive proof that a system unrelated to the plane is to blame," said Richard Aboulafia, aviation consultant with the Virginia-based Teal Group.

Analyst Yan Derocles of Paris-based Oddo Securities agreed. "We have to wait for the conclusions and at that point it could be a problem for Boeing, because the succession of incidents could chip away at confidence in the 787," he said.

HONEYWELL

Honeywell pledged to help Boeing and the airlines as needed, but cautioned that it was premature to jump to conclusions about the fire. It said it did not expect any financial impact from the AAIB's recommended action.

The battery cells in the beacon showed signs of "disruption" the AAIB report said. "It is not clear however, whether the combustion in the area of the ELT was initiated by a release of energy within the batteries or by an external mechanism such as an electrical short."

The battery linked to the London fire is made by Newark, New York-based Ultralife Corp, according to an industry source. Ultralife did not return calls or emails seeking comment. Its shares fell 1.8 percent to $3.76.

The AAIB said Honeywell had produced some 6,000 ELTs of the same design, which are fitted to a wide range of aircraft, and this had been the only significant "thermal incident."

UNRELATED

UK investigator AAIB said last week's fire was unrelated to the January incidents on 787s that grounded the advanced carbon composite aircraft for more than three months.

Investigators have yet to determine what prompted the batteries involved in those cases to melt down. Boeing resolved the issue by encasing the battery on a fireproof steel box, and cutting a vent in the plane to dump smoke from any overheating batteries in the future.

The fuel pump warning on the JAL flight from Boston on Thursday was unconnected with either the melted batteries or the emergency beacons, the carrier said.

Flight JL007, bound for Tokyo with 184 passengers on board, got a maintenance message related to the fuel pump about three hours after leaving Boston, JAL said. The plane landed safely back at the airport at 6:16 p.m. (2216 GMT), and there was no sign of smoke, it added.

Shares of Boeing closed 2.7 percent higher at $107.63, near the high of $108.15 reached a week ago before the fire. The Boston incident then saw the shares slip to $106. Honeywell shares rose 0.6 percent on Thursday to close at $82.97.

JAL's shares dipped 0.9 percent in early trading in Tokyo, with ANA unchanged from yesterday's close, compared with a 1.1 percent decline in the benchmark Nikkei 225 index.
